Boyd Doctrine
The Boyd Doctrine is a phrase used to describe my domestic and foreign policy principles. The doctrine was initially presented as I announced my run for U.S. Senate (Illinois Senator) in 2009 as an Independent.
My campaign motto was “Restoring Trust”. I believe the most important issues “on the minds” of Illinois residents were and still are: 1) Jobs and the economy, 2) Health care, and 3) Homeland Security; however, I strongly believe all public servants must exemplify the highest levels of ethical responsibility and engage in exemplary leadership practices which ultimately look out for the well-being of all within the respective congressional or senatorial districts or state they were elected.
In the absence of exemplary leadership in the “highest offices” of the State of Illinois and the United States Congress and with a cloud of controversy surrounding the Illinois Governor and U.S. Senate seats, I believe there is greater need for demonstration of ethical behavior and social responsibility.
I argue that public trust cannot be restored by candidates and officials who only promise ethics reform while visiting for-profit and not-for-profit organizations on the campaign trail every two, four or six years (as is the case for the U.S. Senate election cycle). I believe ethics reform is much more than posting codes of conduct in the governor’s office or the senate chambers as public trust and faith, in both State and Federal elected officials, only comes as every candidate and legislator clearly embodies and articulates the highest levels of social and ethical responsibility.
In order to restore trust, character and integrity in our state and national government offices, I believe the federal government must push reforms which lead to ethical and social audits of government offices, while ensuring that elected officials are socially-conscious of the concerns of the citizens and are willing to become critically reflective —seeking feedback from their staff members and citizens for the ultimate purpose of increased accountability to the people they were elected to serve.
I am fiscally responsible and a compassionate leader who believes that every American should partake in the “Blessings of Liberty”. Following initiatives most recently deployed under the Clinton administration, I believe in reducing the national debt and the deficit. While I do not support tax cuts for the rich, I share the compassionate views of President Bush with respect to the government’s role in partnering faith-based and community organizations to serve the citizens in their respective villages, towns, cities and states.
I hope to heal the social ills of The State of Illinois and The United States through collaboration between government, community, faith-based, for-profit and not-for-profit organizations. I call for:
• Immediate job creation through his “Put America Back To Work” Act
• Health care reform rather than overhaul
• Temporary freezing discretionary spending
• Repeal of the Bush tax cuts & opposition to all disproportionate tax cuts
• Facilitation of economic expansion through tax-rate reductions
• Indexing the minimum wage (primarily to prevent cost of living increases from pushing education out of reach)
• A federal plan (championed by Departments of Labor and Education) to train students and workers for “greener” jobs
The Boyd Doctrine is most noted for the following components: Jobs & the Economy (Put America Back to Work Act), Health care (A Community-based Approach to the Private Option), and Education (Operation Student Success).
With a new vision, a fresh voice and a strong commitment to ethical responsibility, I believe I have been poised to lead our state and country towards domestic tranquility—returning the focus of our nation, which still sits under God, back to the place framers of our Constitution believed lead to freedom, domestic tranquility, political prosperity and the Blessings of Liberty.
Contract with the Voters of Illinois
Similar to the Contract with America circulated during the 1994 Congressional Election, I circulated a Contract with the Voters of Illinois during our signature drive for the U.S. Senate. As a “third party” U.S. Senate Candidate, I promised to maintain my campaign philosophies while in office or step down if I failed to do so.
